In this future, the nation in South America called Tierra Alvarado (after its Maximum Leader) has based its fortunes on the cloning technology developed by Dr Rafael Mondschein, who was banished from the country by its jealous presidente. Thirty-five years later, Mondschein is an old man longing for home, and Tierra Alvarado is in trouble. Alvarado and his clones have ruled all this rime in part because assassins never know which is the real leader. And of course, this being South America, there are plots afoot, and Mondschien could easily find himself swept up in one of them.
