This story is Silverberg's contribution to the second Legends collection, and one of the last Majipoor stories. You can read a short excerpt at the link below. It is set 4000 years before Valentine's time, well before even Prestimion's time, making it a glimpse into one of the earliest periods of Majipoor's history that has appeared — only Thesme and the Ghayrog and the two stories dealing with Stiamot's reign are earlier.
